David R. Allman

Dave Allman is a partner at the firm and a member of the Antitrust, Competition, and Trade Regulation practice. Prior to joining the firm, Dave was an of counsel at a Washington, D.C., firm where he focused his practice on national security and global trade, investigations, and regulatory and government affairs. 

Dave brings a wealth of experience in international trade matters, with a career spanning over fifteen years. His extensive background includes serving as the Director of International Trade Compliance (ITC) and Legislative Affairs at a notable aerospace and defense company, where he led and oversaw the company's comprehensive ITC program. Under his direction, the program, which Dave himself developed, successfully addressed a wide spectrum of regulatory regimes governing international trade and export licensing. This included adept handling of critical frameworks such as the ITAR, EAR, Customs, OFAC sanctions, Anti-Boycott, BATFE, the FCPA, and pertinent host-nation Anti-Corruption policies.

Throughout his career, Dave has excelled in navigating the complex congressional notification process for exports surpassing thresholds under the Arms Export Control Act, demonstrating his acumen in managing high-profile and sensitive export control matters. Dave also counsels large multinational corporations across the spectrum of cross-regulatory regimes. Notably, he played a pivotal role as the lead investigator for another large aerospace and defense company under a consent agreement, diligently probing potential violations of export controls.

Dave is routinely sought after to provide strategic counsel on matters falling within the purview of the Committee on Foreign Investment in the United States (CFIUS). His insights on CFIUS-related issues have proven invaluable to clients navigating the intricate landscape of foreign investment considerations.

Dave's distinct career trajectory is further underscored by his service in the military, including multiple tours in the Middle East encompassing operations in Afghanistan and Iraq. This firsthand experience in highly demanding and complex environments adds a significant dimension to his understanding of international trade and geopolitical nuances.

Complementing his professional accomplishments, Dave holds the position of Vice President on the Board of the Society for International Affairs (SIA), an all-volunteer organization with a legacy dating back to 1967. In this role, he actively contributes to the organization's mission of educating the international trade community on the multifaceted intricacies of the import and export processes.

Dave's width and breadth of experience in the field of international trade, coupled with a diverse and distinguished background, positions him as a leading authority in navigating the complex terrain of global commerce and legal compliance.
